What Government should do
Much is expected from the government to provide basic and infrastructural facilities to assist small businesses. Nigeria’s economic terrain is very constraining with the focus being concentrated on the firms which are constantly downsizing.
Business people that fall in the SME category have frequently accused the banks of providing funding to only their cronies and favored companies. But the banks have denied such allegations saying that many of the SMEs cannot meet up with bank requirements
With services sector having 73.1% investments in number and 64.6% of value and Lagos based investments accruing 86.6% of total number and 87.7% of value, the banks are advised to spread their funds wider
Also the CBN should monitor closely some of the defaulting participating banks in the SMIEIS scheme. On the part of government, policies that promote inward induced investments drives.
- Encourage the spirit of enterprise among young people Institutions of higher learning should be encouraged to become more commercially focused and more entrepreneurial. They should be encouraged to have more ties with local businesses and hold more business related services activities on campus
- Many consumer credits post consolidation is different from the credit required to grow SMEs.Since the failed banks problem, they are reluctant because they do not want to fail
- The government can get them to cooperate by offering incentives.
- Adequate enlightenment and information dissemination as SMEs do not realize that these funds are available to them.
- Most SMEs are unable to raise adequate long term funds as a result of the collateral element, government can encourage banks to give out loans without collateral as a bank in Lagos, Micro-Finance, is presently doing. All they are asking is membership of a recognised association.
- The Central Bank has given all commercial banks 2007 as the deadline to convert to micro-finance institutions.The capital base for banks in the local government areas is 2million while it is 4million for banks at the state level.
- The government should provide infrastructures like water, power, roads; SMEs in manufacturing and commerce face so much competition from importers who do not have these difficulties.
- Government needs to take an active role in promoting sector dialogue by creating the environment, bringing all the stakeholders together in one place and the criteria by which they are chosen is transparent,the objectives clearly stated and relevant to all stakeholders
- Promote training and capacity building.Create opportunities for network and International business associations
- An efficient local and central government, effective intermediary organizations and the availability of support structures for the provision of financial and non-financial services through the provision of Business Development Services (BDS) ,
- with the aim of assisting small enterprises to overcome market imperfections in accessing technology, information and finance needed to operate more competitively.
- Promoting inter-firm cooperation Set up EPZs, Techno-poles or Science Parks ,industrial corridors and technological incubators and they should be located close to commercial,industrial or scientific hubs
- Targeted industrial development measures should be considered as a development catalyst for the rest of the economy
- The government should provide infrastructure but facilities and basic services in the EPZs should be administered by the private sector.
